Who owns the grave yard

I just went to the cemetery to plant flowers at my parents grave and both cast iron urns were gone. I’m assuming they were stolen. Also whoever is the caretaker is doing a bad job of removing downed limbs. This cemetery used to be so nice but I guess that’s in the past now.
